Arnold (Arnie) Sowell Jr. is a public member of the State Bar of California Board of Trustees, appointed by the Senate Rules Committee in 2020. Mr. Sowell brings legislative, programmatic, and political advocacy experience to the Board. His areas of policy expertise include social, economic, environmental, and racial justice – from criminal justice reform to consumer protection to voting rights to immigrant rights, among others.
Currently, Mr. Sowell is the Executive Director of the nonprofit organization NextGen Policy which fights to advance progressive policy solutions in the equity and justice space. Before joining NextGen, he worked the California State Assembly, serving for over two decades as Policy Director for five Assembly Speakers. During Mr. Sowell’s tenure in the state Assembly, his legislative responsibilities focused on a range of program, budget, bill, policy, and regulatory issues at the local, state, and federal levels, including renewable energy, economic inequality, climate change, the home foreclosure crisis, and veterans’ issues.
Previously, Mr. Sowell served in various state and local government positions, including as the Deputy Secretary and then the Undersecretary of the California State and Consumer Services Agency, and Budget Manager in the San Francisco Mayor’s Office. Mr. Sowell began his career at the Legislative Analyst’s Office.
Mr. Sowell received a master’s degree in public policy from the University of Washington and his undergraduate degree from Oregon State University.
