Assembly—Attorney Member Term: 9/14/2018 to 1/1/2026 Committees: Board Executive
Ruben Duran is an attorney member of the State Bar of California Board of Trustees, appointed by Assembly Speaker Anthony Rendon in 2018. The California Supreme Court appointed him chair in 2021 and reappointed him to a second year as chair for 2022–2023 term.
Mr. Duran is a managing partner of Best Best & Krieger LLP’s Ontario office. Mr. Duran also serves as the City Attorney for the cities of Fontana and Ontario, and general counsel to the Oxnard Harbor District, which operates the Port of Hueneme in Ventura County and the Crescent City Harbor District.
He has worked for and with public agencies throughout his career. Mr. Duran brings an interdisciplinary and comprehensive approach to practicing public law; his expertise includes such topics as open government, elections law, land use planning issues, and complex conflicts of interest. He was awarded the International Municipal Lawyers Association’s Brown, Mulligan, Rocha Distinguished Public Service Award in 2022.
Mr. Duran’s other work includes serving as board counsel for the Southern California Association of Governments. A past president of the Los Angeles County City Attorneys Association, he also serves on the boards of the Southeast Arts and Cultural Foundation, the Institute for Local Government, and Coro Southern California.
In addition to chairing the Board of Trustees, Mr. Duran previously served as the Vice-Chair of the Board’s Committee on Regulation and Discipline.
