Ethics rules are a constantly evolving responsibility of the State Bar. When ethics and conduct rules need to be changed, the State Bar assigns the work to one of several groups.

• Committee on Professional Responsibility and Conduct (COPRAC)
• Commission for the Revision of the Rules of Professional Conduct (2000-2010)
• Second Commission for the Revision of the Rules of Professional Conduct (2014-2016)
• Commission for the Revision of the Rules of Professional Conduct (2017-2018)
